Employees: According to Article 55 of the Law on Employment, employees who meet certain conditions, such as having their labor contracts terminated and being unable to find work within 15 days, can access vocational training support. They must also have contributed to unemployment insurance for at least nine months within the preceding 24 months.
    2. Vocational Institutions: Organizations that provide vocational education, including colleges and enterprises, are eligible to participate in the training schemes.
    3. Regulatory Bodies: This includes the Ministry of Labor – War Invalids and Social Affairs (MoLISA), social insurance authorities, and employment agencies involved in worker training.

    Financial Support Structures

    Decision 17 delineates specific financial aid based on the duration of the vocational training course. Here are the two tiers of support:

    • First Level: For training courses lasting up to three months, the financial support is capped at 4.5 million VND (approximately $196) per participant for each training course, reflecting the institution’s tuition fees.
    • Second Level: For courses exceeding three months in duration, support is granted on a monthly basis. The cap is 1.5 million VND (around $65) per participant each month.

    Special Considerations for Training Duration

    The policy includes provisions for courses with irregular durations:

    • If a participant attends a training course for 14 days or fewer, it counts as half a month of training support.
    • If the duration exceeds 15 days, it counts as a full month.

    Application Process for Support

    The application process for vocational training support is governed by Article 24 and Article 25 of Decree 28/2015/ND-CP. This framework outlines the necessary documentation and procedures that must be followed to access the support.

    Funding for Vocational Training

    The funding for vocational training under Decision 17 will primarily come from the unemployment insurance fund, managed by social insurance authorities. This ensures that the financial backing for vocational programs is sustainable and aligned with government policies.
