At the recent closing session of its 10th meeting, the National Assembly of Vietnam engaged in a comprehensive review of its performance during the 2021–2026 term. This important session was not only a reflection of their achievements but also a critical evaluation of the challenges faced by various governmental bodies, including the President, the Government, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office. The session underscored a collective commitment to both transparency and accountability in governance.

The assembly unanimously acknowledged both successes and shortcomings as detailed in the institutional reports. One of the most noteworthy elements of this term was the unprecedented number of legislative sessions—19 in total—demonstrating an active response to the needs of the populace and the country’s evolving landscape.

The role of the President was highlighted as central to national growth. He effectively fulfilled constitutional and legal responsibilities, backing significant national initiatives aimed at enhancing the socialist rule-of-law state alongside national defense strategies tailored to contemporary circumstances.

In terms of governance, the Government exhibited resilient and adaptive leadership, achieving assigned objectives through several innovative strategies. A notable highlight was the push for decentralization, which empowered local governance while ensuring that resources were smartly allocated to address local needs efficiently. The Government’s effectiveness in maintaining macroeconomic stability and controlling inflation also helped produce a conducive environment for new infrastructure development, which is critical for future growth.

    Strengthening Judicial and Fiscal Integrity

The Supreme People’s Court and the Supreme People’s Procuracy reported remarkable improvements, exceeding many performance benchmarks established in prior National Assembly resolutions. Meanwhile, the State Audit Office carried out extensive audits of public funds and completed a thorough annual audit plan, underscoring its role in fiscal governance.

As the National Assembly looks forward, it clearly articulated its ambition for a government that is not only more streamlined but also aggressive in pursuing anti-corruption measures. The resolution emphasized the importance of a capable workforce, advocating for reforms in public sector wage structures and initiatives designed to foster professional integrity among civil servants. By incentivizing ethical behavior and courage in public service, the assembly aims to build a more robust public administration.

The legislative body also aims to take a proactive stance in identifying legislative gaps and is committed to advocating for timely law revisions to keep pace with societal needs.

Presidential Responsibilities in Diplomacy and Security

The resolution reaffirmed the President’s pivotal role in domestic and international matters as the head of state. His responsibilities include enhancing national security and promoting social unity. The call for judicial reform is particularly critical, positioning the President as a leader tasked with modernizing the judicial system to better serve the needs of the people.

Engagement in international forums while ensuring national security is also prioritized, showcasing the assembly’s vision for establishing Vietnam as a responsible player on the global stage.

Government’s Role in Implementation and Reform

The Government, led by the Prime Minister, is entrusted with the responsibility of effectively applying constitutional mandates and National Assembly resolutions at all levels of governance. Emphasis is placed on transparent and accessible legal systems to enhance citizen engagement and trust in governmental actions.

Administrative reform remains a pressing need, with a strong focus on simplifying procedures and promoting the rollout of online public services across various sectors such as land management, investment, construction, and environmental protection. Ensuring robust governance models will promote cooperation between central and local authorities and help eliminate bureaucratic redundancies.

Alongside administrative transformation, education systems in Vietnam are also called to innovate, aiming for high-quality outputs that will equip citizens for a modern, competitive world. Social, cultural, and security development remain as intertwined priorities, ensuring a holistic approach to national progress.

Commitment to Anti-Corruption and Judicial Integrity

The assembly’s call to action regarding anti-corruption and waste reflects a strong commitment to maintaining transparency and public trust. Addressing local grievances promptly is crucial to maintain social stability and ensure satisfaction among the populace.

On the judicial front, the Supreme People’s Court has been urged to pursue deeper administrative reforms, emphasizing fairness and the protection of the rights of innocent individuals, while ensuring that justice is served without fail. For the Supreme People’s Procuracy, there is a clear directive to bolster the quality of prosecution and enhance judicial oversight to prevent miscarriages of justice.

    State Audit: Ensuring Accountability

The State Audit Office is recognized as an essential oversight entity committed to enforcing lawful fiscal management while advocating against corruption. Its role as a watchdog reinforces public trust and promotes the ethical handling of public resources.

With these ambitious targets set forth, the National Assembly paves the way for significant advancements in governance, establishing a framework that not only addresses current challenges but also supports Vietnam’s aspirations for a prosperous future.
