    Vietnam’s Politburo Focuses on Expanding Expressways and High-Speed Railways

    The Politburo, Vietnam’s supreme decision-making body, has recently called for an urgent prioritization of resources for vital transport infrastructure projects. This includes plans for new expressways and a trans-Vietnam high-speed railway, signifying a crucial step in enhancing the country’s connectivity.

    Reflecting on a Party Central Committee resolution from January 2012 aimed at accelerating infrastructure development, the Politburo recognized that Vietnam has yet to achieve a significant breakthrough in mobilizing resources. The goal remains to establish a synchronized and modern infrastructure system capable of supporting rapid and sustainable growth.

    With this in mind, the highest leadership has directed the government to expedite the completion of key projects, specifically the eastern section of the North-South Expressway, East-West expressways, international airports, and seaports. They also stressed the importance of the North-South High-speed Railway and rail routes that connect Vietnam with China, highlighting a vision for comprehensive transportation networks.

    The development of urban railways has been singled out as a priority in major cities like Hanoi and Ho Chi Minh City. As urban populations grow, the demand for efficient public transport systems becomes increasingly urgent, and investments in these areas are essential for improving urban livability and reducing traffic congestion.

    Moreover, the government is being urged to diversify its energy sources while promoting renewable and new energy options that align with the pace of economic growth. This forward-thinking approach reflects a commitment to sustainability, as Vietnam navigates its energy demands while addressing environmental challenges.

    In parallel, the Politburo has emphasized the need for construction of advanced digital infrastructure alongside national databases and data centers. Developing sustainable industrial parks and economic zones will create not just jobs, but also a framework for long-term economic resilience. Investments are also needed in essential services like water drainage and solid waste management, underlining a comprehensive approach to infrastructure planning.

    Earlier this month, the government instructed the Ministry of Transport to finalize a detailed plan for the North-South High-speed Railway project, with the expectation that this plan will be submitted to the Politburo next month. This initiative represents a significant step toward addressing Vietnam’s infrastructure gaps.

    Financially, experts from FiinRatings project that Vietnam will need an astonishing $25-30 billion annually over the next decade to adequately develop its infrastructure. This projection amounts to nearly $600 billion by 2040, highlighting the scale of investment required.

    Additionally, the Institute for International Investment Studies has estimated that approximately $72 billion will be necessary for the development of industrial parks as outlined in the master plan through 2030. This underscores the pressing need for structured funding mechanisms and strategic investment to realize these ambitious plans.
