Authorities in Ho Chi Minh City (HCMC) are exploring the possibility of transforming the Tan Thuan Export Processing Zone (EPZ) into a multifaceted complex featuring high-tech industries, robust services, and residential developments.
Established in February 1992, the Tan Thuan EPZ boasts the distinction of being Vietnam’s first export processing zone. Situated in District 7 of HCMC, it played a pivotal role in shaping a new industrial development model, setting a precedent for the emergence of numerous other EPZs and industrial parks throughout the country.

During a seminar focused on the development strategy for District 7, Vice Chairman Le Van Thanh highlighted that approximately 70% of the corporate tenants in the Tan Thuan EPZ—a sprawling area exceeding 300 hectares—are engaged in processing industries. He noted that evolving the EPZ into a hub for high-tech investment alongside trading and service projects would enhance the overall growth trajectory of both District 7 and HCMC.
However, the current operations of the EPZ are deemed inconsistent with the district’s evolving development goals. Environmental concerns have risen as the zone reportedly contributes to pollution without yielding sufficient economic benefits proportional to its scale.
HCMC Chairman Phan Van Mai called for a comprehensive review of the Tan Thuan EPZ, focusing on its operational efficiency and economic contribution, to better inform future development strategies. He emphasized the necessity of transitioning from labor-intensive manufacturing to high-tech projects and expanding financial services within the area.
Former Deputy Secretary of the HCMC Party Committee, Nguyen Van Dua, advocated for relocating the factories currently situated in Tan Thuan EPZ to the adjacent Hiep Phuoc Industrial Park, located in Nha Be district. He envisions a future for Tan Thuan as a vibrant complex encompassing services, education, healthcare, cultural spaces, hospitality, and offices, transforming it into a community-centric environment.
