Significant Infrastructure Funding Required to Boost Growth in Northern Midlands and Highlands of Vietnam

Boosting Development in Vietnam’s Northern Midland and Highland Region

    Introduction

Vietnam’s northern midland and highland regions are incredibly significant from a national security, socio-economic, and political standpoint. Recent insights from EnCity International Consulting JSC highlight the urgent need for infrastructure upgrades, particularly focusing on expressways and airports, to enhance development in this area.

    Importance of the Region

The northern midland and highland region comprises several provinces, including Ha Giang, Tuyen Quang, Cao Bang, and others. This area not only serves as a vital ecological and resource hub for northern Vietnam but also faces considerable challenges in transportation and accessibility. Currently, the region’s poor traffic connections impede its growth, affecting travel times and limiting economic potential.

    Transportation Challenges

Travel within the northern midland and highland region can be time-consuming. For example, reaching Hanoi from certain parts of this area can take over six hours, with average travel speeds not exceeding 30-40 kilometers per hour. These inefficiencies highlight the pressing need for improved infrastructure.

    Proposed Infrastructure Developments

EnCity International suggests that the government prioritize investments in the North-South Expressway until 2030. This project aims to create additional routes that enhance access to coastal areas, border gates, and socio-economic centers. Special emphasis is recommended for the section connecting Hoa Binh and Thanh Hoa provinces, as well as upgrades to National Highways 4 and 37 to enhance East-West connectivity.

    Airport Upgrades and New Developments

The planned upgrades for airports in Dien Bien, Lai Chau, and Na San (Son La), coupled with the establishment of a new airport in Sapa, are crucial steps toward boosting tourism and commerce. These enhancements are expected to create significant socio-economic advantages, further integrating the region with the national and international landscape.

    Enhancing Connectivity with China

Minister of Planning and Investment Nguyen Chi Dung noted the importance of strengthening infrastructural connections with China. Given that this region borders Yunnan and Guangxi, it has a unique opportunity to leverage its proximity to the world’s second-largest economy. The proposed Hoa Binh-Thanh Hoa expressway will facilitate more efficient access to the Nghi Son seaport, potentially transforming trade opportunities.

    Dividing the Region into Sub-regions

To effectively manage and develop this area, EnCity International has recommended dividing the northern midland and highland region into four sub-regions. This strategy aims to create interconnected economic corridors and growth poles.

Sub-region 1 focuses on sustainable agriculture and eco-tourism, with Hoa Binh at its center.
Sub-region 2 is envisioned as a tourist hub with economic linkages to China, emphasizing Lao Cai and Phu Tho.
Sub-region 3, centered around Thai Nguyen, aims to become a medical, industrial, and historical preservation center.
Sub-region 4 will concentrate on industrial growth and serve as a key border gateway with Guangxi, fostering development in the semiconductor industry in Bac Giang.

    Conclusion

While challenges abound, the concerted effort to improve infrastructure, enhance connectivity, and strategically develop the northern midland and highland region can transform it into a vital economic hub for Vietnam. The vision set forth by EnCity International and supported by government officials paints an optimistic future for this culturally rich and strategically important part of the country.
