The nation has ascended to the top 10 in Agility’s Emerging Markets Logistics Index in 2022, underscoring its commitment to enhancing supply chain efficiency and adapting to global manufacturing shifts. The 2023 World Bank Logistics Performance Index (LPI) further positioned Vietnam as a formidable player, ranking it fourth in the ASEAN region, along with the Philippines, while trailing only behind Singapore, Malaysia, and Thailand. Notably, Vietnam stands out as the leader in ASEAN with the highest number of licensed logistics providers recognized by the US Federal Maritime Commission.

    Challenges on the Horizon

    Despite an optimistic outlook, Vietnam’s logistics sector grapples with significant challenges. High logistics costs, driven by inconsistent connectivity, inadequate planning, and a shortage of skilled labor, present formidable hurdles. The path to overcoming these obstacles is not straightforward; delays in implementing solutions could further complicate existing issues, limiting the sector’s growth potential.

    Additionally, the logistics landscape is under pressure from geopolitical tensions, inflationary effects on consumer behavior, corporate green commitments, advancements in technology, and the surge of e-commerce. Each of these factors is reshaping traditional logistics operations in Vietnam, making it imperative for the sector to swiftly address bottlenecks and adjust to emerging trends.

    During the Vietnam Logistics Summit 2024, themed “Transformation to Breakthrough,” held in Ho Chi Minh City, Mr. Le Tuan Anh from the Ministry of Planning and Investment provided insights into the pressing competitive landscape. He highlighted the superior logistics network that China has developed, expressing concern about the slow pace of infrastructure development in Vietnam compared to China’s rapid progress. For instance, he noted that building a Tesla factory in China takes a mere eleven months, while similar projects in Vietnam can stretch over several years.

    Vietnam’s infrastructure continues to grow, with a goal of establishing 5,000 km of highways by 2030. However, lingering bottlenecks signify the urgency of resolving existing inefficiencies. The rise of e-commerce platforms like Temu, Shein, and Taobao, delivering affordable Chinese goods to Vietnam, raises competitive questions for local businesses striving to maintain market share.

    Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department at the Ministry of Industry and Trade, attributed the competitiveness of Chinese logistics to comprehensive strategies and strong state support that favor domestic enterprises. Such advantages enable Chinese firms to penetrate the Vietnamese market successfully, often undercutting local goods that could be produced domestically.

    The Fragmentation of Logistics Centers

    One crucial area of concern is the fragmentation of Vietnam’s logistics centers, which currently tend to cater primarily to domestic needs. The absence of large-scale, specialized logistics hubs—such as those needed for cold storage of agricultural products—limits the country’s export potential. While some foreign-invested projects have begun modernizing logistics centers, a wider implementation of multifunctional facilities is essential for supporting local enterprises.

    Amid the evolving logistics landscape, sustainability has emerged as a priority. Dr. Yap Kwong Weng, CEO of Vietnam SuperPort, argues that sustainability is pivotal for the future of logistics in Vietnam. He emphasizes the necessity of developing a skilled workforce adept in energy transition and renewable resource management. Dr. Yap advocates for innovative models like the “park within a park,” integrating net-zero principles to revolutionize logistics operations.

    In discussing the necessity of innovation, Dr. Yap posits that collaboration across various sectors—government, educational institutions, and logistics associations—is crucial for cultivating an ecosystem that supports green logistics initiatives. By fostering partnerships to share knowledge, develop technologies, and create supportive marketplaces, Vietnam can ensure a sustainable logistics future.

    Mr. Eric Herding, Managing Director of DSV Air & Sea, Vietnam, highlights the increasing importance of green logistics in a global context. He acknowledges that Vietnam is at an earlier stage of integrating sustainable practices compared to nations like Denmark. Herding calls for early data collection to establish benchmarks for emission reductions and encourages the development of sustainable logistics industries to drive down costs and promote wider adoption.

    Vietnam’s Strategic Positioning

    Vietnam’s geographical proximity to China and the rest of ASEAN positions it as a potentially pivotal logistics hub in Southeast Asia. Dr. Yap notes that to unlock this potential, a coordinated effort involving government support, private sector investment, and comprehensive infrastructure development is required. He emphasizes the importance of inter-government cooperation to connect Vietnam’s transportation networks effectively to its neighbors.

    Enhancing Connectivity

    The current infrastructure in Vietnam is ranked concerning its peers, indicating areas for improvement. Mr. Herding asserts that enhancing connectivity among logistics components—like industrial parks, logistics hubs, ports, and different transit modalities—remains a priority. Furthermore, leveraging inland waterways could present Vietnam with significant advantages in developing sustainable supply chains.

    To facilitate regional distribution, the establishment of additional free trade zones or similar structures could lower transaction costs and enhance the flow of goods.
