Vietnam’s conglomerate T&T Group has ambitious plans in the southernmost province of Ca Mau, seeking to develop a port city reminiscent of Rotterdam and an airport city akin to Singapore’s Changi. This strategic initiative is set against the vibrant backdrop of the Mekong Delta.
During a recent working session in Hanoi, founder and executive chairman of T&T Group, Do Quang Hien, shared these visionary concepts with local authorities. This initiative underscores Ca Mau’s importance, particularly after its recent merger with Bac Lieu province, which has created a new area covering over 7,942 square kilometers and housing approximately 2.6 million residents.

Ca Mau has been envisioned as a hub for fisheries, energy, and eco-tourism, playing a crucial role in Vietnam’s maritime and island economy. T&T Group’s proposal to invest in the Hon Khoai island cluster aims to develop a “port city” model, echoing conditions in Rotterdam. This city would feature various zones specifically designed for industrial, logistics, and back-office operations, establishing the port as a pillar of urban development.
The plans also extend to an airport city inspired by Singapore’s Changi Airport, which would enhance the region’s connectivity while transforming surrounding areas into energetic financial, commercial, and entertainment hubs.
T&T Group has additionally proposed investments in the industrial and logistics sectors within the Nam Can Economic Zone, aiming to capitalize on the infrastructure upgrades currently underway in Ca Mau. Key highways like the Can Tho-Ca Mau Expressway and the Ca Mau-Dat Mui route are expected to be transformative, not just for economic growth, but for enhancing national defense and creating new opportunities for trade and investment.
The construction of essential infrastructure to connect Hon Khoai Port aims to establish the region as an international gateway, positioning it as a key economic maritime port for the country. This strategic development could significantly enhance the area’s profile, turning Hon Khoai into what is referred to as the “Southernmost Continent” of Vietnam.

Ca Mau’s coastal geography positions it as a leading center for energy within the region, boasting significant potential for electricity generation. It is already recognized as a national leader in wind energy, with promising opportunities in solar and biomass energy derived from agricultural and aquatic residues.
According to the recently approved Adjusted National Power Development Plan VIII, by 2030, Ca Mau is expected to launch 15 wind power projects along with one solar project—though nine of these projects still lack investors. Notably, Bac Lieu has a similar plan with multiple wind and solar projects pending funding.
In response to this renewable energy landscape, T&T Group is keen on studying and investing in these promising projects while assisting local authorities in urban planning and clean energy development to transform Ca Mau into a significant “electricity export hub” for both the Mekong Delta and Vietnam at large.
Moreover, T&T plans to develop a comprehensive education, sports, and cultural center in the former Bac Lieu region that is focused on harnessing and preserving local historical and cultural assets. They are ready to support the development of the provincial Sports Complex and expand youth football training locally, thereby promoting a rich cultural exchange and sporting excellence.
Hien emphasized that the merger of the two provinces has unlocked substantial development potential, showcasing unique strengths across various sectors. In addition to the projects mentioned, T&T Group aims to partner with local and international stakeholders to promote urban planning, transportation connectivity, renewable energy infrastructure, and cultural development.
Ca Mau’s Vice Chairman, Lam Van Bi, acknowledged the longstanding collaboration between T&T Group and the province, lauding past initiatives such as the new urban area in the former Ca Mau town and the recently initiated social housing project comprising over 1,200 units.
He expressed optimism regarding the strategic investment proposals brought forth by T&T Group, reinforcing a mutual commitment to realize the region’s untapped potential and drive future growth.
