    The Socialist Republic of Vietnam is experiencing a remarkable phase of development, driven by various factors that enhance its appeal to foreign investors. The country’s skilled workforce, coupled with political stability, is a strong foundation for sustained economic growth. Furthermore, rigorous anti-corruption policies and rapid bureaucratic reforms contribute to an environment conducive to investments and entrepreneurial ventures. With its strategic location near Thailand, Vietnam benefits from key transport networks within the Mekong Subregion, enhancing connectivity and trade potential.

    A Collaborative Academic Engagement

    On February 4, 2026, a pivotal discussion took place between Assistant Professor Dr. Sirisak Laochankham, Dean of the College of Local Administration (COLA), and the Director-General of the International Cooperation Department at the Ho Chi Minh National Academy of Politics (HCMA). Recognized as a prestigious institution for political and administrative training, HCMA plays an essential role in preparing Vietnam’s future leaders. Given that all senior government officials must graduate from HCMA, the partnership represents a significant opportunity for COLA to engage with a powerhouse of political education.

    Strengthening Bridges through Shared Initiatives

    During their discussions, HCMA executives expressed interest in enhancing cooperation with COLA, particularly as Vietnam undergoes substantive bureaucratic reform and local governance restructuring. The two institutions outlined several initiatives for collaboration:

    1. Co-hosting the 2nd International Conference on Public Affairs: Set to take place in Khon Kaen in November 2026, this conference will feature esteemed HCMA experts focusing on Vietnam’s public administration reforms.

    2. Joint Short-term Exchange Programs: These will facilitate knowledge transfer among institutional leaders, faculty, and students.

    3. Knowledge Exchange: Targeting local governance practices, this initiative will support the development of Vietnamese local leaders.

    4. Joint Research Initiatives: Focused on comparative politics and policy, the research will explore local governance and regional economics across Vietnam, Laos, and Thailand.

    Expanding Academic Partnerships

    Following the initial discussions with HCMA, COLA moved swiftly to engage with the National Academy of Public Administration and Governance of Vietnam (APAG) on February 5, 2026. As a premier institution in public affairs management, APAG reinforces COLA’s vision to become a leading ASEAN institution in public affairs. The collaboration is expected to yield numerous benefits, including insights into effective governance and enhanced training for officials across all levels.

    Planned Collaborative Activities

    During their meeting, the two academies identified several key activities for future cooperation:

    1. Co-hosting the 2nd International Conference on Public Affairs: This event will coincide with COLA’s 20th anniversary celebration on November 19-20, 2026, ensuring a spotlight on both institutions.

    2. Designing Study Tours and Workshops: These will offer Vietnamese local government executives firsthand knowledge of effective governance practices in Thailand.

    3. Supporting Comparative Research: Collaborative research on local governance in Vietnam is planned, with findings to be presented at the upcoming international conference.

    4. Invitations for Further Engagement: APAG has extended an invitation for COLA representatives to join the Public Governance Conference scheduled in Hanoi later this year.

    Formalizing the Partnership

    In a significant step toward cementing their collaboration, both institutions have agreed to draft a Memorandum of Understanding (MOU), which will be signed at the university level soon. The invitation for senior APAG executives to visit Khon Kaen University further exemplifies the commitment to fostering enduring educational ties.
