Introduction to Major Initiatives
In a move that underscores Vietnam’s commitment to modernizing its infrastructure, Prime Minister Phạm Minh Chính convened the State Steering Committee for National Key Transport Projects on September 10. As the deadline for numerous ambitious transport initiatives approaches, the Prime Minister called for urgency in overcoming obstacles faced by major projects. With only months until the end of 2025, the race is on to meet critical infrastructure goals.
Current Status and Progress
Since the last committee meeting, significant progress has been made. Of the 33 tasks assigned, 12 have been completed on schedule, while 21 are currently underway. This marks a notable achievement given the scale and complexity of Vietnam’s planned infrastructure. The government’s efforts have already facilitated the groundbreaking or inauguration of 250 projects, collectively valued at nearly VNĐ1.3 quadrillion (approximately US$49.2 billion).
A major highlight of these efforts is the push to build a comprehensive 3,000-kilometer expressway network by 2025. This initiative not only aims to enhance connectivity across the nation but also serves as a pivotal element for economic growth, supporting the government’s goal of an 8.3-8.5% GDP increase.
Challenges Facing Transport Projects
However, despite these achievements, several challenges linger. One particular task related to site clearance has significantly fallen behind schedule, illustrating the persistent hurdles in executing such large-scale projects. The Prime Minister noted ongoing issues such as delays in land clearance, overlapping zoning plans, and shortages of construction materials.
These bottlenecks highlight the complex interplay between different governmental agencies and the urgent need for solutions, especially as construction progresses in difficult conditions, such as during the rainy season, particularly at critical sites like Long Thành International Airport.
Critical Infrastructure Developments
Long Thành International Airport stands out as a cornerstone project amidst these developments. Its construction reflects not just a commitment to enhancing air transport but also represents broader ambitions for international connectivity. The project demands agile coordination to navigate its complexities, particularly during adverse weather conditions.
In addition to Long Thành, other projects such as the expansion of Phú Quốc International Airport and the construction of the Cần Thơ 2 Bridge are considered essential for bolstering Vietnam’s transport network. The committee is also addressing legal constraints, urging reforms under the Law on Geology and Minerals to facilitate smoother project implementation.
Infrastructure Expansion Goals
As part of the ongoing endeavors, recent progress has included an additional 208 kilometers of expressways, raising the total national expressway length to 2,476 kilometers. Major projects, including Ring Road 4 in HCM City and Dầu Giây–Tân Phú Expressway, are also part of the comprehensive plan aimed at enhancing mobility and economic growth.
Despite the challenges, the Prime Minister’s focus remains on the core targets: achieving the completion of 3,000 kilometers of expressways and significant progress on coastal roads, all while tackling the complex task of constructing Long Thành International Airport.

The Prime Minister emphasized the principles guiding these infrastructure projects, advocating for a balance between the needs of the State, businesses, and citizens. To ensure that deadlines are met, the Prime Minister proposed timely rewards for successful completion, alongside disciplinary measures for delays or inefficiencies, which are imperative for maintaining standards of quality and safety.
Future Directions
Looking ahead, ministries and agencies have been tasked with finalizing preparations for several key projects, including the Vinh–Thanh Thủy and Cam Lộ–Lao Bảo expressways, reinforcing the urgency of their successful delivery. Furthermore, all land required for projects due in 2025 is expected to be handed over by September of the same year, a significant benchmark for progress.
